857.1 Temporary works plan

Shoring, barriers, ramps (613, 623). Safety first around HVM bollard works.

A robust temporary works plan sets out sequences, drawings, and controls for excavation support, public protection, and access staging. Reference the excavation pages (613 Excavation & Shoring) and formwork (623 Formwork & Cover). Define the Traffic management plan interfaces and the LOTO requirements for plant and live services.

Include triggers to pause works if the ground opens beyond design, utilities are exposed, or pedestrian desire lines shift. Coordinate with 240 Utilities / Surveys for utility proof and depth class assumptions before committing to shoring geometry.

For HVM bollards, the plan must preserve tested system assumptions: array spacing, embedment, and drainage paths. Document any temporary deviations and set a “reset-to-normal” check after each shift to restore cones, signs, and barriers to the approved layout.

857.2 Pedestrian routes

Clear, accessible diversions (231, 238). Keep public safe.

Pedestrian diversions must remain step-free where possible, with minimum egress widths maintained and sightlines preserved (237 Sightlines & Signage). Use positive guidance (tactile cues, lighting) and avoid creating pinch points near live traffic. Where queues form, add a holding pen or steward line to prevent spillback across work faces.

Protect desire lines across shopfronts and doorways; keep frontage protection intact with temporary rails if permanent bollards are not yet commissioned. Add conspicuity aids and night beacons only where they don’t conflict with the permanent safety & interlocks.

857.3 Vehicle control

Cones, signage, marshals (357). Prevent impact on crash rated bollard zones.

Design the lane layout to protect the as-tested array geometry and the live public interface. Use compliant signage & markings, taper lengths, and buffer zones. Position marshals at the hold line with radio comms and clear incident command protocol.

Near automatic lanes, set temporary modes of operation (reduced throughput, longer open dwell) and physically guard panels and loops (633 Loop & Sensor Proving) from traffic overrun. Keep blue-light routes unobstructed with quick-clear cones and a stewarded gate plan.

857.4 Work area protection

Fencing, lockouts (725). Secure pits and panels (334, 347).

Excavations, sumps, and cabinets must be fenced with locked access and toe boards; open pits under bollard footings require edge protection and covers rated for service vehicles. Implement 725 LOTO & Energization before working on any live cabinet or 347 enclosures & cabling.

Drainage must continue to function through the temporary phase—don’t block 334 drainage paths. Where temporary covers collect water, provide weep holes and silt control to avoid flooding adjacent businesses.

857.5 Night & event phases

Lighting, reduced-noise methods (546). Respect neighbors.

Night or event windows need a condensed method with low-noise tools (546 Acoustic limits) and beam-safe temporary lighting that doesn’t confuse drivers. Pre-stage materials to minimize truck dwell and prevent queue spillback.

Document a “before/after” wide→detail photo set at each shift. Use a reset-to-normal checklist so the morning arrangement exactly matches the permitted plan.

857.6 Emergency access

Maintained openings and protocols (233). Blue-light priority preserved.

Keep emergency/service access widths and turning radii per 233 Emergency/service access. Provide a stewarded gap or keepered access that can be opened within the defined response window.

Where automatic lanes exist, hard-wire a local emergency override and post clear instructions. Keep a spare cone line to carve a blue-light corridor through any build-up during incidents.

857.7 Inspection & records

Daily checks, photos (716). Compliance trail.

Run a daily inspection with geo-tagged photos aligned to 716 Evidence Capture Standards. Record barrier integrity, lighting, signage, and surface condition; log any deviation and corrective action.

Keep a permit status board and a simple site diary/DPR. File revised layouts as controlled documents so auditors can trace changes to the approved plan.

857.8 Removal & reinstatement

Smooth handback (629). Finish aligns with HVM bollard aesthetics (316).

On demobilization, remove temporary works without damaging new bollard infrastructure. Reinstate surfaces per 629 Surface reinstatement with color/texture matching, correct joint lines, and ADA/PRM-friendly transitions. Where permanent furniture is pending, provide safe interim terminations.
